In 2015, the City of Ottawa will buy close to 53 million litres of diesel fuel. It will probably overpay for millions of those litres and the total overpayment — possibly in the low millions — will go to a bank. This is not a plot, this is all according to plan. Like other municipalities and institutional users, the City of Ottawa uses a bulk-buying practice called hedging. To make budgeting predictable and avoid the headaches of wild price swings, the city will lock in — for the entire year — a fixed price it pays for most of its fuel. According to an email response from the city, it has already "hedged" or fixed, 72 per cent of the diesel volume it will need at a price of 104.7 cents a litre. The remaining 28 per cent is bought at a "floating" price determined by average prices from the previous week.
