How local government grappled with Oct. 22 attack (Ottawa Citzen)

At least two National Capital Commission staff witnessed the Oct. 22 shooting death of Cpl. Nathan Cirillo, and one provided key information to police about the assailant. That and other details, contained in internal communications among NCC officials obtained by the Citizen, prompted a swift lockdown. The NCC, a Crown corporation that administers federally owned land, is headquartered in the orange Chambers Building adjacent to the National War Memorial. It has been two months since the attack. The RCMP has released little information since its briefings in the few days after the killing of Cirillo by Michael Zehaf-Bibeau, who was then killed inside the Centre Block. While RCMP and Parliament Hill security staff rushed to stop the gunman, other levels of government ­— the NCC, the City of Ottawa and the school boards — activated emergency protocols and scrambled to figure out what the threat was to their own employees. For instance, the NCC’s chief executive, Mark Kristmanson, was in New York City on Oct. 22, but quickly contacted his Ottawa colleagues, sending scores of emails throughout the day and organizing conference calls.
